Retaining Wall Permits in Toronto: Height, Location and Project Planning

A retaining-wall permit question needs more than a height measurement. Toronto’s published guidance also considers where the wall is located and public access.

Read the height rule with its location conditions

Toronto identifies retaining walls over one metre requiring a permit when on or adjacent to public property, including streets, building entrances, or private property accessible to the public. Its guidance also lists private walls not accessible to the public and certain lower walls among work not requiring a building permit. Confirm how the City applies these descriptions to your site; do not assume every wall over one metre has the same approval path. Official Toronto building-permit guidance.

Separate permit review from design assessment

An answer about a permit is not a structural assessment. Bring the wall’s proposed height and length, the levels on both sides, nearby structures and intended use of the land above it to the design discussion. Identify driveway traffic, a pool, stairs or other features that will influence the complete arrangement.

Ask the responsible designer what investigation and drawings are needed for the site. Avoid selecting a wall system only from a photograph. The finished face is one part of the project; the foundations, retained ground, drainage and construction access also need to be resolved.

Define the work around an existing wall

If a wall is leaning, cracked or being replaced, photograph the visible condition and explain when changes were noticed. Record the areas that can be inspected before dismantling and ask how concealed conditions will be addressed. A quote for replacing visible blocks may exclude work behind or beneath them.

For a property boundary, identify the survey information available and the proposed working space. Discuss access and any work outside the construction footprint before arranging demolition or material deliveries.

Compare scope, not just wall-face area

  • Record the design assumptions, wall geometry and intended finish.
  • Separate excavation, removal, foundations, wall system and drainage work.
  • Identify who prepares the design and confirms approvals.
  • Include reinstating paving, planting and any disturbed access route.
  • Agree how unexpected ground conditions and changes will be documented.
